feat(comments): AJAX fragment list/submit + load-more parity

Browse Source 
Add REST comment/list + comment/submit HTML fragments, shared query
renderer for order/author/hottest, fix load-more policy and DOM
targets, and stop full-page scrapes for order/author/reload.
