feat(user-center): Zibll-like assets charge, transfer, and dual cards

Complete wallet/points assets surface: sidebar mini dual cards, dual
asset row, balance charge packages REST + modal, transfer search/pay,
points-to-balance exchange, and payment success credit for recharge
orders.
