feat(admin,forum): download logs, hidecontent, VIP tiers, users commerce

Add aksrt_download_logs workbench, zibll hidecontent alias + topic
partial-hide path, VIP1/VIP2 price matrix for topics, and users list
commerce snapshot column with deep links.
